Sheila Alvarez Barreto - CGMS, CICA

Director 

Certified Grant Management Specialist and Internal Control Auditor with over 19 years of experience in consulting and financial auditing for public and private industry clients, as well as subject matter expertise in grant management, governmental funds, monitoring, risk assessment, and forensic accounting.  Mrs. Alvarez has a  bachelor's degree in business administration with a major in accounting from the University of Puerto Rico, Humacao Campus.

In the area of government consulting, she has extensive experience in advising on the management of federal and state funds; preparation of corrective action plans; preparation of procedure manuals; monitoring processes for state and federal programs and sub-recipients (“subgrantees”); implementation of processes, training of service providers, accounting for closing state and federal funds, preparation and negotiation of proposals for indirect costs, support to government entities in defense of the budget, drafting of recommendations and petitions to the Fiscal Oversight and Management Board. In the Department of Education, she actively developed and implemented the first compliance agreements between the State and Federal governments.

On the other hand, in consulting entities with pecuniary purposes, she has extensive knowledge in; risk analysis; controls evaluation; process evaluation; forensic accounting, internal auditing, and business interruption claims, among others.

Among the clients served are the Department of Health, Department of Finance, Board of Environmental Quality, Department of Education, Industrial Development Company, Office of Management and Budget, Puerto Rico Department of Housing,  Puerto Rico Department of Agriculture, Carlos Albizu University, Pontifical University of Ponce, Caparra Companies, Fraterfoods Service Inc, Novus, among others.
