Leading a wide range of complex organizations in the public sector, working with the maximization of state and federal funds, indirect cost proposal preparation and negotiation with the cognizant agencies, project management for technology systems implementation, preparation
of corrective action plan, compliance with regulatory entities, among others. 
 
In the private sector, he has extensive knowledge in risk assessment, control evaluation, process evaluation, forensic accounting, internal auditing, tax compliance, and business intelligence. Throughout his professional career, Luis has advised multiple clients both in the private and public sector, such as the Puerto Rico Department of Education, the Puerto Rico Department of
the Treasury, the Governor of Puerto Rico Chief of Staff's Office, the Puerto Rico Industrial Company, the Puerto Rico Infrastructure Financing Authority, the Puerto Rico Police, the Puerto Rico Trade and Export Company, and over 100 hundred tax clients.
